Association Proposal to RR Committee
BACKGROUND PAPER
Indian
Broadcasting Engineering Services (IBES) was formed by Govt. of India in 1981
under Ministry of I&B to cater AIR & Doordarshan. Since than the department has grown many fold
with skeleton increase in no. of senior officers.(pl see table below)

It is evident that there has
not been proportionate increase in the number of higher-level posts in IBES
viz-a-viz increase in engineering hardware and activities.
As
per DOPT guidelines and Pay Commission recommendations, every organized service
should undergo a cadre review exercise every five year to ensure proper cadre
structuring to address the requirement of the service and to maintain a proper
structure so that members of the service get their promotions in prescribed
times and there is no demoralization/dissatisfaction among the officers of the
organized services on this count.
The first cadre review of
IBES was thus due in 1986. Taking this
yardstick IBES should have witnessed six cadre reviews till date. Unfortunately, nothing of this sort happen
and this has resulted in large-scale stagnation among the officers of
IBES. The following table gives
comparison of stagnation level in IBES viz-a-viz other organized services.

The table shows the
totally pathetic condition of IBES officers as compared to their colleagues in
other organized services, coming from same Indian Engineering Services
conducted by UPSC. The present condition has come to such a level that we are
unable to get DRs at JTS level. In the present scenario there is very little
scope for the DRs, especially of 1988 and subsequent batches to cross JAG
during their service career. Nothing more needs to be said on present condition
of IBES.
With
an aim to have proper career progression for officers of all the organized
services and to achieve a uniform standard/policy, the 5th Pay
Commission constituted by Govt. of India has recommended a model cadre
structure for all the organized services.
The structure has the distribution of posts in organized services as
below:

The
Association has framed its proposal based on the model cadre structure
recommended by 5th Pay Commission with an aim to address the large
scale stagnation of IBES officers and to cater the organizational needs of AIR
and Doordarshan. While doing so, the
job definition of all the proposed posts have been worked out in detail and are
attached as Annexure. Total strength of
IBES as on today is 1546. In our
proposal, considering that AEs will be directly promoted to STS and taking
analogy of other organized services, total number of posts in JTS cadre have
been proposed as 200. Rest 1346 posts
have been distributed as per the model cadre structure (table below). Thus the revised recruitment rules for engineering
cadres (STS and above) will have the numbers as shown:

The
proposal is thus, based on concrete ground realities and is supported by the
recommendation of 5th Pay Commission. This will make IBES cadre strength distribution in various cadres
at par with other organized services. A
graph placed as Annexure-II shows the disbalance in this regard between IBES
and other organized services as on date and points towards the urgent need for
drawing the RR as per above recommendations.
Consequent
to up gradation of pay scales of subordinate engineering staff AIR &
Doordarshan after formation of Prasar Bharati, a peculiar situation has emerged
wherein, in many cases, the pay of supervisory officer have become almost equal
and even less than the subordinate staff.
This is having a direct bearing on the command structure of the system
and definitely adversely affects the discipline and overall efficiency of the
organization. While welcoming the
increase for subordinate cadres, the Association feels the need of
proportionate increase in the pay scales of officers also in Prasar Bharati and
the same has been proposed.

The Number of posts
shown in IBES cadre is based on In the proposed cadre structure AE is to be
promoted directly to STS Grade there are 748 posts in existing JTS cadre,. Out
of which 200 posts are proposed to be retained for DR in JTS cadre. Remaining
548 posts are merged in STS and above cadres. The proposed strength in various
grades of IBES cadre has been worked out on the basis of Model Cadre Structure
proposed by Fifth Pay Commission.

Spl. DG shall be eligible to become DG:AIR
and DG:Doordarshan.
3.
10% post in each cadre
should be clearly be marked as training reserve and 5% as deputation reserve.
4.
45% post in senior
level i.e. Director and above will be management cadre which will be heading
stations/kendras/zones/various special divisions like marketing/HRD etc. having
clear single line command system which should be derived by following already
prevailing principles in multi-disciplinary organizations like railways (DRM
Model having management level officers from all streams)

The attached proposed
cadre structure is only for Management Cadre.The structure of remaining
engineering cadres is open for discussion during the meeting.
6.
As the pay scales of
subordinate engineering staff were considerably increased in 1999(with no
increase in Officers grades), a proportionate increase in superior cadres is
also proposed in the structure.
